I am a City Letter Carrier for the US Postal Service in NY. I've been a city letter carrier for over 17 years and it is the best job I've ever had. I mostly work 5 days per week (sometimes includes a Saturday) and often have the opportunity for overtime, which is usually voluntary. The route I deliver has about 350 homes and I walk to each of their doors to deliver the mail. Please keep in mind that I don't have authority to speak for the USPS, so all opinions are solely mine, not my employer.
Those days aren't fun whatsoever and I don't know that I have a good answer for you as I'm more concerned with the cold. I have heard of seal skin gloves which may work well to keep your hands dry but still be able to finger the mail. I'm sorry I don't have a more concrete answer for you. It's good that you have rain gear for the rest of your body. Don't wear any cloth gloves because they will get wet quickly and soak through to your skin. To find help on this and other questions, I would recommend the Facebook user group titled: USPS postal Maniacs. There are over 9000 USPS employees who are members and are pretty good about voicing their opinions on postal questions (often very negative, but they have a helpful side as well).
First of all, I want to say that it's disgusting that a co-worker would do that. It could almost be taken as a threat from a co-worker and make for a hostile environment. I think you did the right thing by taking a photo of it and getting your shop steward involved. It wouldn't have hurt for you to notify the supervisor since they are next up the chain of command. It sounds like you feel that this is serious enough to go right to the postmaster and I understand that. I don't know if your office has internal video cameras which would cover the area by the time clock. That'd give you all of the evidence you need. Be careful not to just wildly point fingers as to who you think has done the defacing, but if you have had a noticeable conflict with one co-worker you could mention that in the meeting with the postmaster and your shop steward. Nobody at work should have to put up with that kind of defacement or intimidation and I really hope that the management and NALC doesn't take this lightly.
I don't see why it wouldn't be legal. The important parts are that the destination address, return address, and postage are in the correct places and clearly readable. Besides that I believe you may write a message on the outside of an envelope.
I am thinking it may be held up in Customs, but am not sure if that happens before or after it gets to the ISC, or is maybe based in the Miami ISC. Do you know if the recipient is still looking for their items? Sometimes it doesn't get any more bar code scans before it is delivered but actually has been delivered. You could go to www.usps.com and maybe do an inquiry as to where the items could be but I don't have a lot of confidence that you will get any more info than is what you already have.

Saturday is Nov. 29 and Priority Mail in the continental 48 states is usually 3 days maximum for delivery. The packages are usually in transit 7 days a week so I would say there is an excellent chance your package will arrive by Saturday. USPS Priority Mail is a superb service in my opinion. I often look at the mailing dates when I deliver a Priority Mail item and it has rarely taken more than 3 calendar days from origin to destination.
Yes, if a school is open or not has no direct bearing on whether or not the US Mail gets delivered. That being said, if a school is closed due to extreme weather, it is possible that we can't deliver the mail either. Generally it would take a pretty heavy snowfall and unplowed roads to stop us from delivering the mail. In my career as a letter carrier, we have only suspended delivery a few times due to poor weather. Our delivery vehicles are very poor on icy and snowy roads which is quite unsafe and makes me a bit nervous to drive in those poor conditions.
Sure you can keep your uniforms as far as I know, some carriers donate uniforms to other carriers, especially if it is unused or if it's outerwear. A carrier who just retired from my PO gave me a rain jacket. Some Union branches or offices have uniform closets for items no longer needed by ole tyre carriers. The choice is yours. I just don't know where you would wear most of the items that have the USPS insignia if you aren't employed there anymore.
